HTA2: Advancing HTA Expertise in Saudi Arabia Forum is a 5-month applied training program that builds on HTA1 and takes participants from theory to practice. Through virtual workshops series, online simulations, and a live capstone summit in Riyadh, delegates learn how to develop, evaluate, and present HTA dossiers that align with MOH, SFDA, and CNHI priorities and support Vision 2030 health system goals.

By the end of this program, participants will be able to:

  • Develop a complete HTA submission dossier that meets KSA-specific requirements
  • Apply MOH and SFDA evaluation criteria to review and score HTA submissions
  • Perform Saudi-specific budget impact analysis using local data and assumptions
  • Translate evidence into clear, policy-aligned value narratives for payers and decision makers
  • Collaborate in cross-functional teams to support pricing, reimbursement, and procurement decisions across the KSA HTA ecosystem

Module 1: Strengthening Foundations for Clear and Effective HTA Communication
January 22, 2026 6:00 PM - 8:00 PM AST (Riyadh)

This introductory session provides a short refresh of key Wave 1 concepts, followed by a focused workshop on effective communication and dossier writing. Participants will learn how to present evidence clearly, structure dossier components, and align communication with KSA HTA expectations before moving into the more technical modules that follow

By the end of this workshop, participants will be able to:

  • Briefly revisit core Wave 1 foundations to ensure a shared starting point
  • Apply communication techniques to improve clarity, consistency, and alignment in HTA submissions
  • Organize dossier content using structured, policy-aligned formats
  • Strengthen writing skills for PICO framing, evidence summarization, and value communication
  • Identify common communication pitfalls and how to avoid them when preparing HTA materials

Module 2: Building the Evidence Blueprint (Proposed: Feb 2026)

This module introduces participants to the strategic use of data when planning and developing an HTA submission. Building on the communication and writing foundations from Workshop 0, this session focuses on how to identify, select, and frame the evidence needed for a strong, KSA-aligned dossier. Participants will learn how to determine the right data sources, anticipate payer and evaluator expectations, and create a coherent data plan that supports later modules on budget impact, value narrative, and evaluation.

Learning Objectives

By the end of this workshop, participants will be able to:

  • Identify the clinical, economic, and real-world data types required for KSA HTA submissions
  • Map evidence needs to SFDA/MOH evaluation criteria to ensure alignment from the outset
  • Develop a structured data plan that links PICO framing to the analyses completed later in the program (BIA, value narrative, and evaluation lens)
  • Understand how data gaps, limitations, and local assumptions influence the strength and credibility of a submission
  • Organize evidence inputs in a way that supports the full dossier development process and prepares teams for Module 3 (Budget Impact)

Module 3: Translating Evidence into Budget Decisions (Proposed: Feb 2026)

In this module, participants learn how to translate evidence into a clear, Saudi-specific Budget Impact Analysis (BIA) — a core component of any HTA submission. Building directly on the data planning work from Module 2, this session teaches delegates how to select the right assumptions, structure a transparent model, and apply local epidemiology and cost inputs. The goal is to equip participants with the skills needed to produce decision-relevant BIAs that support payer alignment, pricing discussions, and later stages of dossier development

By the end of this workshop, participants will be able to:

  • Determine the essential data elements, parameters, and assumptions required for a KSA-aligned BIA
  • Apply local epidemiology, utilization patterns, and cost structures to construct credible budget impact projections
  • Translate evidence from Module 2’s Data Strategy into budget scenarios that support policymaker and evaluator interpretation
  • Understand how BIA outputs influence value judgments, procurement decisions, and SFDA/MOH evaluation criteria

Module 4: Communicating Value with Clarity and Purpose (Proposed: March 2026)

Module 4 teaches participants how to craft a clear and persuasive value narrative that connects clinical evidence, economic findings, and local system priorities. Building on the BIA developed in Module 3 and the evidence planning from Module 2, this session focuses on how to communicate value in a way that aligns with the needs of SFDA, MOH, CNHI, and other decision makers. Participants learn how to frame benefits, address uncertainties, and present a coherent story that strengthens the overall dossier.

  • Translate clinical, economic, and real-world evidence into a clear value story that aligns with KSA decision-maker expectations
  • Connect BIA outputs and key data insights to the broader value argument

Module 5: Creating a Submission Ready HTA Dossier (Proposed: March 2026)

Module 5 brings together everything participants have built so far. This session focuses on how to assemble a complete, submission-ready HTA dossier that aligns with the requirements and expectations of SFDA, MOH, and CNHI. Participants learn how to structure content, integrate evidence from previous modules, and present their case in a way that is clear, consistent, and evaluation friendly. The goal is to prepare delegates for the capstone dossier build and for the evaluation-focused work that follows in Module 6.

Learning Objectives

By the end of this workshop, participants will be able to:

  • Compile all key components of a full HTA dossier, including PICO framing, clinical and economic evidence, BIA, and value narrative
  • Structure content in a format that mirrors SFDA and MOH submission expectations
  • Apply clarity, consistency, and alignment principles learned in earlier modules to ensure a strong and defensible dossier
  • Identify common gaps and inconsistencies that lead to delays or revision cycles

Module 5: Creating a Submission Ready HTA Dossier (Proposed: March 2026)

Module 6 shifts participants into the role of the evaluator. This session teaches delegates how HTA reviewers in KSA assess dossiers, apply scoring criteria, and identify strengths and weaknesses in submissions. By examining dossiers through an evaluation lens, participants gain a deeper understanding of what decision makers look for, how evidence is weighed, and what can influence pricing and reimbursement outcomes. This module also prepares participants for the Capstone phase, where they will critique and defend dossiers in a format similar to real SFDA review sessions.

Module 7: Applying Skills Through Real World HTA Scenarios (Proposed: April 2026): Online simulation

Module 7 allows participants to apply everything they have learned in a guided, hands-on simulation environment. Delegates practice building, reviewing, and refining dossier components using Saudi relevant scenarios and evaluation tools. This simulation bridges the gap between theoretical learning and real-world application and prepares participants for the live Capstone where they will present and critique full dossiers.

By the end of the simulation phase, participants will be able to:

  • Apply submission and evaluation skills to realistic HTA scenarios that reflect KSA priorities
  • Practice assembling dossier sections using the frameworks from Modules 2 through 6

Module 8: Capstone Summit: Demonstrating HTA Readiness (Proposed: In Person, Riyadh: May 2026)

The Capstone Summit is the culminating experience of HTA2. During this one-day live event, participants present their completed HTA dossiers, engage in structured critiques, and experience a review environment similar to an SFDA or MOH evaluation meeting. Delegates receive feedback from faculty, peers, and decision makers aligned reviewers and gain insight into how submissions are interpreted, questioned, and strengthened. This session brings together all elements of the curriculum and marks the transition from learning to applied HTA practice.

Learning Objectives

By the end of the Capstone Summit, participants will be able to:

  • Present a full HTA dossier that reflects national submission expectations
  • Defend key evidence, assumptions, and conclusions in a review style discussion
  • Critically evaluate peer dossiers using structured HTA criteria
  • Understand how reviewers interpret value, uncertainty, and budget impact when formulating decisions
  • Demonstrate readiness to contribute to HTA submission development and evaluation processes within the KSA health system
